수십 채의 아파트 계약 및 해지 되풀이.. ‘집값 띄우기’ 사례 541건 적발

지난 2021년부터 2022년까지의 시세를 높게 보고 허위 계약을 신고하는 ‘집값 띄우기’ 시도 사례가 발견되었습니다. 이에 대한 국토교통부의 조사 결과가 10일 발표되었습니다.
이 기획조사는 2021년 1월부터 2023년 2월까지 아파트 거래 중 허위 신고 및 해제 거래, 특정 개인의 반복적인 신고 후 해제한 거래 등 1086건을 조사한 것입니다.
조사 결과, 주로 신고 후 해제하는 방법으로 시세를 조작하는 다양한 허위 거래 유형이 확인되었습니다. 특히 2021년 1월부터 2022년 1월까지의 거래 사례가 전체 적발 건 중 약 80%를 차지했습니다.
국토부는 거래 당사자 간의 특수관계, 공인 중개사의 개입, 계약금 수수 여부 등을 통해 의심 거래를 검토하고, 이를 통해 총 541건의 법령 위반 의심사례를 적발했습니다.
이러한 사례에 대해 국토부는 지자체에 부동산 거래신고법 위반 사례 164건을 통보하고, 공인 중개사법 위반 사례 14건은 경찰청에, 소득세 탈루 의심 등 429건은 국세청에 각각 통보했습니다.
이 외에도 아파트 거래 등기부 자료와 거래 신고 자료 분석을 통해 잔금 지급일 후 60일 내 소유권이전 등기 신청이 없는 거래내역도 적발되었습니다.
국토부는 거래 신고 정보의 신뢰도를 높이기 위해 등기완료 여부 및 등기일을 공개하고 있으며, 향후 상습 위반 사례에 대해서는 형사 조사를 의뢰할 계획입니다.
이를 통해 국토부는 부동산 시세 조작 행위를 근절하기 위한 노력을 강화하고 있습니다.
There have been cases of ‘floating house prices’ attempts to report false contracts with high market prices from 2021 to 2022. The results of the Ministry of Land, Infrastructure and Transport’s investigation were announced on the 10th.
The planning investigation examined 1086 cases, including false reporting and cancellation transactions during apartment transactions from January 2021 to February 2023, and transactions that were released after repeated reporting by certain individuals.
The investigation identified various types of false transactions that manipulate the market price, mainly by reporting and releasing it. In particular, transaction cases from January 2021 to January 2022 accounted for about 80% of all detections.
The Ministry of Land, Infrastructure and Transport reviewed suspicious transactions through special relationships between the parties, intervention of licensed brokers, and receipt of down payments, and discovered a total of 541 suspected violations of laws.
In response to these cases, the Ministry of Land, Infrastructure and Transport notified local governments of 164 violations of the Real Estate Transaction Reporting Act, 14 violations of the Certified Brokerage Act, and 429 suspected income tax evasion.
In addition, through the analysis of apartment transaction register data and transaction report data, transaction details that did not apply for ownership transfer registration within 60 days of the balance payment date were also detected.
In order to increase the reliability of transaction report information, the Ministry of Land, Infrastructure and Transport is disclosing the completion of registration and the date of registration, and plans to request a criminal investigation for habitual violations in the future.
Through this, the Ministry of Land, Infrastructure and Transport is stepping up efforts to eradicate real estate market manipulation.
