서울시, 신축 아파트 건설에 물막이판 설치 의무

서울시가 아파트 및 기타 공동주택의 새로운 건설에 대해 지하 주차장 출입구에 물막이판 설치를 의무화하고 국토교통부에 법률 개정을 건의했다고 2일 발표했습니다.
이에 따르면 주택 신축을 위해 건축위원회에 심의 안건을 올릴 때는 지하 주차장 입구의 물막이판 설치 계획을 반드시 포함해야 합니다. 단, 건축위원회 심의에서 해당 지역의 침수 가능성이 없다고 인정할 경우 이러한 규정에서 제외될 수 있습니다.
서울시는 필요에 따라 빗물 유입 방지 효과를 높이기 위해 주차장 출입구에 방지턱과 빗물 배수관도 함께 설치할 계획이며, 특히 경사지에 위치하거나 규모가 큰 공동주택 단지의 경우 비가 많이 올 때 물을 모아두는 ‘빗물 연못’을 조성할 것을 권장할 예정입니다.
현재 건축물의 설비 기준 등에 관한 규칙 제17조의2(물막이설비)에 따르면 방재지구 및 자연재해 위험지구에만 물막이판을 설치하도록 되어 있지만, 서울시는 모든 지역에 이를 확대하기 위해 국토부에 법 개정을 요청할 계획입니다.
서울시 주택정책실장 한병용은 “강한 호우가 발생할 경우 빠르게 지하공간으로 물이 유입되어 큰 피해를 초래할 수 있기 때문에 침수 예방 시설물을 설치하는 노력을 중요시하고 있다”며 “지하 주차장 입구 물막이판 설치뿐만 아니라 시민들의 안전과 재산을 보호하기 위한 안전시설을 계속해서 확보하고 설치할 것”이라고 말했습니다.
한편, 서울시는 이미 지하공간 침수 이력이 있는 시내의 74개 공동주택 단지 중 희망 단지에 대해 지하 주차장 물막이판 설치를 지원하고 있으며, 설치비용의 최대 50%를 지원해 단지 당 최대 2000만원까지 지원할 예정입니다.

The Seoul Metropolitan Government plans to install a barrier and a rainwater drain pipe at the entrance of the parking lot as necessary, especially for large apartment complexes located on slopes or in case of heavy rain, it will be recommended to create a “rain pond” to collect water.
Currently, according to Article 17-2 of the Regulations on Building Equipment Standards, etc., water shields are only required to be installed in disaster prevention zones and natural disaster-risk areas, but the Seoul Metropolitan Government plans to ask the Ministry of Land, Infrastructure and Transport to revise the law.
Han Byung-yong, head of the Seoul Housing Policy Office, said, “We are putting importance on installing flood prevention facilities because strong heavy rain can quickly flow into the underground space and cause great damage.”
Meanwhile, the Seoul Metropolitan Government is already supporting the installation of underground parking lot water shields for the desired complexes out of 74 apartment complexes in the city that have a history of flooding underground spaces, and will support up to KRW 20 million per complex.
